if you make your first lvl 103 you can upgrade skils
then you can upgrade skils there
DONT FORGET TO DO IT BEFORE ASK ADMIN FOR REBORN
to change the skils on lvl 103 is easy
login to cppanel and upgrade them
doesnt matter if your gold or normal
